does anyone know if a person born outside of the u.s.a. to american parents, not on an american military base or other u.s. teritory is an american citizen?
as far as i knew, an most agree, that the only way to be born an american citizen is to be born in the u.s. or on a u.s. owned spread of land.
am i wrong?
