London Broil

I've got this big piece of London broil and want to make it in my Crock-Pot. I was looking for the recipes and I found this:
Brown the steak in oil, drain, season, and transfer it to the crock-pot. Add no liquid unless cooking with vegetables . . . the meat/crock-pot combo will generate enough moisture for braising. Cook on high for 4-6 hours or on low for 8-10 hours.

This part about "add no liquid" looks strange for me. Do you think it works?
