The most recent reference I've seen to Rove's sexuality was in an interview with Janeane Garofalo:
The only interesting thing about Karl Rove, in my opinion, is that he is, I believe, gay or bi. I find that to be the only likeable thing about him. I think that Karl Rove should be outed as gay only because if their fundamentalist evangelical right-wing backers (I know that a lot of progressives are evangelical, I'm just talking about the conservative fundamentalists) knew that one of their masters, Karl Rove, is in fact gay -- and there's absolutely no crime in that -- I think that might shake their fundamentalist evangelical base. That might be helpful in stopping people from voting against their best interests.
It has long been my impression that Rove's homosexuality is one of those "open secrets" that most people in Washington are aware of, but never speak of. I haven't seen anything indisputable (though that Gay Pride photo is pretty telling), but, to the extent that I have any operational gaydar whatsoever, Rove is as queer as a three-dollar bill - with George Bush's face on it. I mean, have you ever seen the guy? Talk about swishy! Okay, stereotypes were made to be broken, but I look at Karl Rove and all I can see is Evil Queen.
While I'm out on a limbin terms of personal impressions, I'm also pretty convinced that Bush himself is a closeted faggot. While I think Rove is out to himself and enjoys the game of his "dual identity", I think President Bush is one of those deeply repressed self-hating faggots who are generally pretty destructive to themselves (the alcoholism and drug abuse) and everyone around them (the American people). Unlike my impressions of Rove (and those of many others), my notions about Bush are purely speculative gut feelings. One of the best items I've seen about Dubya's peccadilloes, though, is the suggestion that he has a fetish for bald heads:
