Please allow me to squee shamelessly over this:
Once, a more foolish, thoughtless him ran from Jack. But since the end of the universe, since the Valiant, since the Titanic, even, that’s all changed. Jack’s a fixed point, a universal constant - but he’s his universal constant. Jack’s a port in a storm, a safe harbour, a place to go and someone to go to when he needs it. Jack knows him better than anyone else - almost better than he knows himself - and around him he never needs to pretend. Often, he doesn’t even need to explain.
I love that description of Jack. It's so easy to picture the Doctor returning to Jack every year or so. Yes, he's his universal constant. Hopefully Rose can become the same thing.

As for the paragraph you quoted, thank you! Much as I love all the individual relationships in this pairing, the Doctor's actions to Jack do - to me - seem to require a little more mending, and so I feel it's important for him to recognise how significant Jack is to him.
