Jack is coming back; we know that. So they owed him a mention. If nothing else, in GitF when they even ended up in his own bloody century!
Yes, there were times when I was irritated by the giddiness of the Doctor and Rose in S2, principally in Tooth and Claw. I put the lack of mention of Jack down to the writers, though, and let myself believe that they talked about Jack in moments we didn't see. From what's been coming out of hints for S3, I think (despite the CIN Special) that the Doctor believes Jack's dead. I know this story suggests otherwise, but it was an idea that came to me and I wanted to explore it.
And I do believe that there's an awful lot of grief behind Ten's apparent light-heartedness. Remember that moment in Tooth and Claw when he's talking to Victoria about loved ones lost. And then, of course, in School Reunion when he talks about people he loves - and he can't even say the word - dying.
I'm so glad that this fic helps you to come to terms with Ten. I'm really looking forward to seeing Ten and Jack in the next season, but I've been thinking for a while that this isn't a relationship that will go well. :( If they even end up being civil to each other, I'll be surprised - despite Jack obviously still having some kind of love for the Doctor, as witnessed by his obsession over the hand.

I'd love to have seen the Doctor have moments of wretchedness, in series 2 and to have mourned Jack. But then I'd have loved continuity and the downplaying of panto!doctor.

Would be that I had the time to ask you to attempt co-authorship & write a multi-part fic/opus in which you wrote the Doctor and I wrote Jack.
