and rhiannon cannot testify because it is, essentially, a case of her father vs her brother. she would not make a reliable witness on either side because she would be seen to have divided loyalties. in the english legal system - which also covers wales, close family such as husband and wife, parent and offspring or siblings cannot be called to testify against the other side simply due to their biased nature.
