I think that the information on Irene's very expensive phone had to be more than just scandals. It would also include info that terrorist cells would love to get their hands on about MI5/6 counter-terrorism plans. This is also inferred with her 'execution' scene at the end because as soon as she wasz found unsecured she was to be taken out.
I agree that it was obvious that Irene played Sherlock to get him to convince Mycroft of Irene's potential blackmail and national security risk material. This would then make it a lot easier for Irene to get an audience with Mycroft.
Of course, Mycroft knew that Sherlock and him we being played by Irene and so he arranged that meeting aboard the "Flight of the Dead". Mycroft trusts Sherlocks skills and I believe he had hoped to get Sherlock back to peak condition and thus able to crack the phone login.
I don't understand why the CIA guy was at the plane at the end unless he was working undercover and that was why Sherlock thought he was a mercenary. No other explanation would make sense of his being summoned by Mycroft, knowing that he had attacked Sherlock and John and Mrs. Hudson.
I loved A Scandal in Belgravia and I have memorised the first 30 mins of dialogue ^^ It's good to see this meta. To continue your analogy while Irene held a royal flush of hearts, she was Sherlocked by a royal flush of Sherlock's spades!
