Sometimes i think Mycroft is chief of Mi or Jic! But this idea of a consultant with another position sound awesome too.
Also i love your idea that Irene more that outwit Sherlock she outwit the British government and Mycroft all the way so really she must be THE WOMAN for him more than from Sherlock and that's why it's so disapointing, than in the ACD canon, because her idea was never outwit Sherlock, but Mycroft... So the one with the phone keeping must be him and not Sherlock, really!
Now i feel better about her character because i really was sad that she needed Sherlock to save her at the end and that Sherlock win because this destroy all the parameters of the original idea of Irene Addler and her utter brilliance and i was really dissapointed!

But in this light really, Irene was really playing Mycroft al the way, and Sherlock was only a medium to reach the target, a tool to broke the code, a bone to atract Moriarty Attention and secure Mycroft.
And that's why she lost to Sherlock, because she was never fighting him really she was playing him, flirting with him, she find him interesting and she wanted to see if she could seduce him... Because it was fun, and it was really fun to play with Watson to, because he was so obviously in love with Sherlock... So play the threesome was really entertaining while she make her plan works... Making Jim and John jealous among the way.
But she never get she could fall for Sherlock in a way, the means for her goal. Or that he finally will outwit her, because it was never about him.
But in the end, she make John concient of his sentiments for Sherlock, make Jim wanting to be closer to Mycroft and Sherlock, lost the money, her insurance and part of her heart. So Sherlock helping to scape his brother radar in arabia was not so much a damsel in distress because now she is invissible to Mycroft the thing she wanted, but without money, and Sherlock ow her.
I would really had preffer she had win everything as in the book because women this clever need to win!!!
So Irene outwit Britain, Jim and Mycroft! Her goal was Mycroft so she win....
But she lose the money and lost before Sherlock... She will never be the only one who was better than him, one because she was never considered a target only a mean... So she is the woman who was clever but not enough, but give Sherlock a good laugh seing Mycroft face when he still thought he lost. As you see it is not the same at all. You know i'm still a little pissed, but less
