You can fly within the US until 39 weeks. My son was born in Alaska. The midwives/OBs where I was seen recommended not flying outside of Alaska beyond 36 weeks just because that can easily be a 10 hour flight.

I was in a wedding in California at 33 weeks. I wore low heels and waited until the last second to put them on. There was ton of running around. As long as the mom is in good health she should be fine. Walking is one of the recommended activities during pregnancy! From the sounds of it the wedding is going to be in the fall/winter so the heat will not be as much of a concern, and I saw further down in the comments that the bridesmaid is from Arizona so she will be accustomed to the heat. Just make sure she has some water and snacks.

With regards to the dress the options are to order it very large and with extra length and then do some crazy alterations, get as close a match to the fabric as possible and have the dress made for her with an empire waist, or have her get a dress in the dame color and length with a coordinating tie around the waist.

As long as she is healthy there is no reason she wouldn't be able to.
