Universala Kongreso De Esperanto

Freshman year Logan signed me up for a free Esperanto correspondence course as a joke. I got one lesson from them, never got around to letting them know that I wanted to continue lessons, and didn't hear from them again.

Until today.

This afternoon I got an envelope in the mail, advertising, from what I can tell, an international Esperanto conference. The details a little unclear, however, because the majority of the information is written in Esperanto.

Any guesses as to what "Unua Bulteno Bonvenon en Litovio!" means?

Can anyone figure out what country/city/state "Litovio" is? The conference material also describes it as being "jarmilo en europa centro," if that helps. Also, the brochure features children wearing funny hats. And hot air balloons. Those aren't worn by children, though. I feel as if I should at least be able to figure this out.
