In the very likely event that the bandwidth will exceed, somebody comment and tell so I can upload them again.

Some of the instructions are a bit vague. It is because it depends on the picture and the effect you want. Also because I don't remember some of it

Take a random picture (though I think something with lots of light in it, like this one, with the sun)



and fiddle with the brightness/contrast. Almost everytime I do this, I have the brightness lowered and contrast up high Then go filters>motion blur and have the setting at somewhere around 50 pixels. Fiddle with the brightness/contrast again, until you like it. Make the light bright, but not let everything else get dark.



Next, motion blur again, but make sure its at a fairly high setting.



Brightness/contrast again



Really blue isnt it? Now, go to levels, and then to the blue setting. Bring it down til its something like this.



Duplicate the layer, and set it Multiply at 75%.



Duplicate it again, drag it underneath the mulitply layer, and set it to screen, 100%.



Merge visible, and muck with the brightness/contrast AGAIN!



Motion Blur again.... mostly in the same direction, because if you dont it isnt nearly as bright.



Next, new layer, and use a rainbow gradient (which is a PS default) and set it to soft light.



Duplicate the gradient layer, and flip it horizontally, and set it to colour, 34%.



Leave it like that, or crop to your hearts content.

If any of these steps don't make sense, which they probably don't, I made this without remembering the exact setting on the motion blur etc... Though it always makes it more interesting to try it then...
