Homeland Security is a Political Pork Process and Has Nothing To Do With Security: Discuss.
I submit this as evidence:
Some of the smallest recipients in the Homeland Security grant program:
Rhode Island: $4.5 million
Wyoming: $4.4 million
South Dakota: $4.4 million
Puerto Rico: $4.3 million
Washington, D.C. (you know, the nation's capital): $4.3 million
Dear tax payer, you are currently paying more to keep WYOMING (home of Dick Cheney and scores of elk) safe from terrorist attack than you are to keep WASHINGTON, D.C. (home of our nation's government and a city that has already been "attacked"1) safe from terrorist attack. You know, because there's nothing in DC that a terrorist would want to destroy.
Also interesting to note is that Puerto Rico got the same amount as Washington, DC. I bet if you polled the average Joe American they couldn't tell you that PR is an unincorporated territory of the United States.
