Voting rules changes + new layout

First, I have updated the voting rules. The section " What Not To Do #3: Don't vote according to personal preferences" has been changed to clarify the stance on votes like "boring" and "too simple/plain." However, despite the poll results, I didn't write a rule banning "not as creative" votes because I do think they can be valid. I hope that's all
