WCIF birth control hack (not Inteen) plus a possibly hallucinated mesh edit for Sims 2

Hey all. I recently discovered that the Inteen was tampering with my apartment neighbours' wants and needs, so I had to remove it to preserve my own sanity. But without it I'm lacking good birth control and, obviously, teenaged ability to woohoo etc. Does anyone know of any stand-alone non-Inteen hacks that cater to these? Or how I can slot Inteen back in and not have AL neighbours behaviours being completely crazy?

Also, and very randomly, I recall reading months ago that someone was in the process of making Sentate's wing dress into a top-only blouse. I've lost track of the post so am wondering if it ever got finished?
