We really see Sokka and Katara's relationship grow throughout the entire series. In the beginning they were at odds more with each other and, in fact, both were almost completely different people than they came out to be in season three. One thing never changed though and that was the constant need to protect one another. Sokka spends most of his time trying to keep an eye on his sister and friends. In the beginning he attempted to steer them away from as much trouble as possible (as seen in Season 1, Episode 10: Jet).
Sokka may not always get along with his sister and may not always be nice to her, but that doesn't change a thing about his reactions to her. "Dad told me to protect you," plays a very significant role in his reactions to her--especially in season one where Katara's bending was so much weaker than what it became. Like with Hakoda this bond is shown in the very first episode where, although they were bickering just seconds before, when the tidal wave threatened to knock them both off Sokka held his sister firm until the waves settled.
While different the two almost complete each other. Katara takes care of the cleaning and housework, Sokka hunts. Katara actually acts more brashly and Sokka is sort of the one that brings her back down. Sokka gets into goofball antics and, like her brother, Katara brings him down. In certain times the roles are reversed, but it's nonetheless the same. The siblings complete each other in a level almost close enough to that of twins. For the most part is the close-knit community feel they grew up in, but it's major reasoning is this:
Toph: So let me guess. You brought me out here to tell me your sister's not as annoying as I make her out to be. Sokka: Nah, she's pretty much a pain. She's always got to be right about everything, and she gets all bossy, and involved, and in your business. Toph: Yeah, I don't know how you can deal with it. Sokka: Actually, in a way, I rely on it. Toph: I don't understand. Sokka: When our mom died, that was the hardest time in my life. Our family was a mess, but Katara, she had so much strength. She stepped up and took on so much responsibility. She helped fill the void that was left by our mom. Toph: I guess I never thought about that. Sokka: I'm gonna tell you something crazy. I never told anyone this before, but honestly, I'm not sure I can remember what my mother looked like. It really seems like, my whole life, Katara's been the one looking out for me. She's always been the one that's there, and now, when I try to remember my mom, Katara's is the only face I can picture.
That, quite frankly, shows exactly what Sokka thinks of their relationship as of Season 3, Episode 4: The Runaway. However, I'm going to have to take a moment to extend on that.
We must remember that the siblings grew up in an era of war. While they had the entire village and their grandmother, they grew mostly to rely only on each other. Their mother was taken from them when the Southern Raiders attacked and Hakoda left with the other men to go to war. In certain aspects, even with their Grandmother, the two only really understood what the other was going through. Like said before Katara picked up the traits her mother used to do around the house and it's heavily implied Sokka did exactly what his father did.
So the two grew up rapidly together taking on roles that weren't being played by their parents. Which helped strengthen their bond, but at the same time drove them to opposite extremes.
