I can appreciate keeping an eye on children who don't seem to be accompanied by his or her people, but reserve judgment (if judgment must be passed at all) for children who are causing mayhem and disorder. Also to note, it would be much more productive to stop an unaccompanied child from leaving a store or building than waiting around for some adult to show up to voice your disapproval to. This simply demonstrates that you don't actually care for the welfare of the child and simply enjoy the sound of your own voice.

When I approached a little girl and asked her this question at Canada Day, I got concerned, even though she didn't seem bothered at all. It is terribly important to remember that young children answer things quite literally... she was there with her Aunt.
