It's come to our attention that a lot of people are really confused about being able to access the Upper Level, even after killing somebody recently. So, I thought an explanation might be in order.
First of all, because people have not been in their right minds the Powers decided to hold off judgment until it was clear that everyone was better. Which means that all punishments will be dealt out, starting now - regardless of which level you've been occupying since the act.
Anyone is, of course, free to try and get up when they're not allowed, but those actions will be followed by their own consequences as well.
Starting now, everything will be as if you have just arrived in Purg. You will not have your powers returned to you, unless you behave accordingly for your period of punishment, and you can not access the Upper Level - with the exception of anyone going up there to work, and only for that purpose.
It was determined that there were three stages of growth during this process, so each stage is handled on an individual basis.
The first stage, when everyone was still almost entirely within control of themselves will result in the usual one month of punishment.
The second stage, while hosts were fighting to maintain control, will result in two weeks of punishment.
And the third, and final stage, before everyone went back to normal, will result in one week of punishment.
Oh, and Thylas said anyone that doesn't cooperate... will be losing their eyes, or something.
I don't control how it works, I don't even fully understand how it all works - I just wanted everyone else to know what to expect of the next month or so.

The text is normal IC-wise, I just wanted it to stick out. Characters are free to react to the list but since I didn't get a full comprehensive list of who killed who, during which phase, etc, I can't reference Hebe's plot posts to figure out which stage counts for which characters. Because of this, you're all ... basically in charge of your own punishments and reactions. If you want your char to go against the rules, let a mod know, because they will be punished. Anyone flaking on this is considered breaking a rule of the game, and that becomes an OOC issue - so I'm trusting you guys, okay?
