New Government

What if...

1. We added a Populace group to the legislative branch of government.
2. This group would be every legal voting citizen.
3. We would vote on all the bills presented to the house or senate before they were voted on by the house or senate.(Assuming this was possible without month long delays to get the correct results)
   
4. These votes would occur bimonthly.
5. The bills must be submitted 1 month prior to voting.
6. Majority vote wins.
7. If bill passes, it moves on to the house and senate.

What effect do you you think this would have on the creation of laws?
Thoughts?
