The former. Due to the situation, I judged the residents would be in continued danger should they remain in the presence of the disorganized Keepers.

There are times when the Keeper's decisions do not reflect the best interests of the residents. They are my superiors but my function is to act on behalf of the residents... within their guidelines for the most part.
