The cuff's function has been turned up, so they're super sensitive right now -- even think a bad thing and it's zaps you a little warning. (Not permanent setting for the cuffs, promise. He'll cool off.) Also, the messengers display "Insufficient Permissions" when any new requisitions are being made.
