For many reasons, Herr Naruto. It is often good to do things for many reasons.
To show you what is allowed to go on through inaction and ignorance. To build shock troops. To feed my soldiers. To further my means. To study the effects and causes of what makes it so that not all persons come back from the grave in this place.
Of course. That is a truth of war, Herr Naruto, that innocent people die. They are caught in the cross fire, drafted as soldiers in a war they have no interest in.
Green recruits, who only wished to serve their country, find their guts hanging on the bayonet of another green recruit, who wished for nothing more than the same.

What do you need shock troops for? We might be diseased, but building an army of zombies isn't going to cure that, if that's your goal.
