Not only is this place awash with temporal flotsam, but the psychic noise is decidedly higher than Earth of this century should be. Also, there seem to be a number of creatures wandering around approximating a few salient features of Time Lord biology. The wonders of convergent evolution, no doubt, though I've seen nothing to suggest it was a result of a previous imprint in the morphogenic field; I can't confirm an extant Gallifrey.
There are far too many people wandering around with Rift residue for me to process on my own in a timely manner. I don't suppose you could be motivated to scan your local ones for the standard energy variances? And out of curiousity, how many of them do approach your own timeline?
