I am going to do this chronologically.
When Gopher first appears in the series, he is presented as a calm young man, strict, who places a heavy emphasis on rules and punishment. He expects people to know their place, and views himself as the one to make sure that they stay there. He has a very solid grasp on the positions everyone in the group holds, and the authority each person has. He's sadistic and quick to smirk and shoot off mocking comments at anyone lower than himself. And then you get to the end of this lovely first appearance in the manga and get uh... this page. So he also is really obsessed with Noah.
Then you get to his next appearance in the manga and find out just how obsessed he is. Spoilers: really really obsessed. Disturbingly obsessed.
Okay, other than his more obvious obsession with Noah, this second time we see Gopher doing anything showcases his sadistic side a bit more, as his mission is to kill Maka Albarn and he really likes trying. So, he shoots this giant wavelength canon at her and it's totally overkill just because he's the sort of person to want to smash bugs with the biggest hammer he can find. Then he shoots some bullet-wing-feathers at Maka and Soul while cackling manically and screaming at them to dance. He's one of those kind of fighters. Again with the ranking-people thing, he looks at Maka's fighting style and automatically places her lower on the scale than he is. This actually manages to eventually highlight the fact that while he can take abuse from his superiors, he absolutely cannot stand being injured by those below him. He views any attack from those he deems inferiors to be an attempt at usurping his position in his master's eyes.
Then Maka gets a sudden powerup midway through the battle (because main characters can do that) and Gopher totally loses it. That calm, quietly dangerous boy from before? Totally gone. Gopher gets ticked off, Gopher gets jealous, and something just snaps. The calm facade is gone and Gopher is just a raging mass of hate. His fighting style doesn't get sloppy, but his words and expressions certainly do. When he's angry he isn't as eloquent as usual, yelling and cursing and coming up with random, half-sensical insults. And then he never really manages to get that calm facade back ever again.
Okay. Dropping out of the chronology.
Gopher is a deeply angry, deeply insecure, deeply obsessive boy who is entirely focused on and centered around his master, Noah. Why exactly he cares so deeply for the man is unknown, since Noah does nothing but ignore and abuse Gopher, treating him as nothing but a tool. However, Gopher does mention that his body was created by Noah, so that is probably a basis for Gopher's devotion. He is stupidly loyal, but not loyal enough to die for Noah, though if that was out of self-preservation or because he knew Noah would regenerate is currently unknown. To Gopher, there is nothing more important than status and his position in his master's opinion. He cannot tolerate failure, as it reflects poorly on him and could possibly lower him in Noah's opinion. He is highly emotional, raging when jealous, crying when reprimanded, but does his best to hide his emotions. This can make his changes in mood seem more sudden than they really are, as he tries to keep a blank (or sadistically amused) face until he just can't hold his feelings back anymore.
[Specialties/Abilities]
Grigori Soul
A rare sort of soul that appears in about one in five million people. (Wiki on the non-SE meaning of "Grigori"). Gopher's has a noticeable amount of "evil magic" imbedded in it, but what this means is unknown, and more abilities may eventually be revealed.
Flight
All "angel" souls give the ability of flight by letting the individual manifest wings, either attached to their body or on their weapon. Gopher's wings sprout from his left wrist, and are black with yellow patterns.
He is incredibly skilled in air combat, with near-teleportation speed and high agility.
Wings
Possibly connected to that evil magic in his soul, Gopher's Grigori wings have a few interesting properties in addition to flight. He is able to block physical and wavelength-based attacks with them, and also fire off "feathers" that act as bullets
Stomach cannon
Gopher's entire torso opens up and he launches a blast of energy at his opponent. This attack takes time to charge and can be disrupted by powerful wavelength-based counterattacks, but it is strong enough to blow holes through mountains. He also has a homing version that tracks based on how much he hates his opponent and wants them dead.
