From Viki's canon there are certain people known as Stars of Destiny. Basically in Suikoden the Stars of Destiny are a lot of very diverse people that come together to fight for the same cause and usually overcome overwhelming odds to protect people and ideals. Usually from war to war the Stars of Destiny change, but there are a few exceptions. Viki is one of them, she has participated in every single conflict shown in the Suikoden series and every single gathering of stars.
She comes to fight and then once the war is over she sneezes and finds herself teleported to the next conflict. This, along with many other things, gives her some odd quirks in personality. It's also led her to have a firm faith in destiny.
Where is it that you want to go?
Viki is very accustomed to her role in the gatherings, transporting people from one place to another. She automatically assumes that when people talk to her they want to go somewhere actually and is happy to help others in any way that she can.
Aside from asking where people want to go she's also someone that's fairly dependent on others for protection. She's not helpless but she is very confused and somewhat timid so she's always hoping for someone to take care of her while she's here.

Abilities; Viki first and formost is a teleportation mage. She teleports people, things, that's just what she does. In fact to her it's like second nature, an instinctive twitch. She's prone to accidental teleportation when she sneezes or is startled. She's also prone to dropping things on people/enemies' heads in the same manner.
She can take people anywhere they've been before (with some limitation of distance) and owns a mirror called the Blinking Mirror that can return the user to her. She only has one though so she's not giving that out to anyone so easily. Beyond that she has also teleported herself not only over immense distances but also time and space, these are usually flukes or works of destiny though.
Runes
As mentioned above Viki is something of a mage. She has a Blinking Rune permanently affixed to her right hand. That is the rune that technically allows her to teleport. But when others are equipped with the same rune it is only usable in battle unlike for Viki who uses it to teleport all the time, seemingly without limit. People generally assume she has a special connection to the Blinking Rune, on that theory my Viki often talks to her own rune. It's special, really :|
She's also a fairly adept mage with other runes. In war battles she is automatically enabled to use the Cyclone Rune so I will say she has that affixed to her left hand. She also has the ability to cast two spells in a row at random, possibly due to the fact that she's forgotten if she cast it the first time.
Uwa-wa-wa-wa Wand
Anyone familiar with the series will know that Viki is actually a fairly minor character, mainly characterized by her ditziness. They will also notice that she doesn't actually say wa or uwa at random intervals in the games. It was something that I decided to add as a player to give her a more distinctive voice, please excuse the artistic license.
As for where that comes from I took it from the name of her weapon in Suikoden V, the Uwa-wa-wa-wa Wand :3;;
Talking to herself though is completely canon. Whenever she uses small font in journal entries or in comment logs it's basically her talking (or typing) to herself. She doesn't even realise she's doing it.
Waffu Reffu
Very briefly mentioned in Suikoden III (I think, don't quote me on that) is that Viki mumbles the words "waffu...reffu" in her sleep and that it is somehow related to her home.
Viki has been lost for a long time and in her search for her home ended up at each of the gatherings of the Stars of Destiny. She still hopes to find home one day though! According to her the place she comes from is a "magical and happy land." It might have something to do with why Viki has JELL-O for brains.
She misses home but she's happy to stop and help when she's needed!
