On his own, Jaime does not have any powers, aside from being bilingual and of moderate intelligence. (Mun does not speak Spanish, so be warned: I'll be using Google translate if I ever need to use Spanish. Apologies to any Spanish speakers in advance.) The Scarab, however, is another story...
The Blue Beetle Scarab (Khaji Da) is bonded to Jaime's spine. Previously, it belonged to Blue Beetle I (Dan Garrett) and Blue Beetle II (Ted Kord). Dan partially activated it using magic, damaging it, and Ted further damaged it by exposing it to Booster Gold's time cooties. It gives him a HUGE selection of powers, many of which he isn't aware of or willing to use at all (it's apparently capable of WMD-level force). If Jaime is ever incapacitated, however, the Scarab will take over; it doesn't have many reservations about its abilities. Additionally, Jaime is the only one who can hear the Scarab, unless it chooses to broadcast itself in some way.
Jaime's main powers include...
- Blue Beetle Armor - Jaime's armor is made of a tough alien material. While it can be punctured, it does take some force to do it. Blunt force will still be able to hurt him, but the armor is strong enough to withstand entering the Earth's atmosphere without disintegrating. The armor can also change shape and partially form: Jaime can do things like turn his arm into a blade, create a shield, sprout wings...
- Scarab Sight - This power is active whether or not Jaime is wearing the armor. The Scarab is able to detect things that are hidden in other dimensions, see in the dark, and study people around Jaime--for example, Jaime once determined that a woman was pregnant very early in her term.
- Tracking - Jaime can track energy (including magical energy), several types of signals, and people that he has met before.
- Flight, Strength, Agility - He's got wings and a suit of alien armor! Basic deal here.
- Energy Blasts - Jaime can turn his arm into a laser cannon. Those things sting, so watch out.
- Insulation - The suit protects Jaime from heat and cold. It isn't invincible, however--extreme temperatures will still hurt. He can also breathe...in space.
He also has several miscellaneous powers. (The Scarab's like a superpowered alien Swiss army knife, really.) These include but are not limited to:
Creation of magnetic fields, wi-fi and telephone, printing, re-forming Jaime's clothes after he's deactivated the armor (both the paper from printing and his clothes are made of dead skin cells and misc. waste, very gross), and simulating radiation (he's done fake Kryptonite once).
I will add to this once I've caught up with the issues that I'm not as familiar with! I'm most familiar with Jaime's solo series, Blue Beetle, as well as his co-feature in Booster Gold. I have only read a few issues of Teen Titans, so please drop me a line here if there are any things I should know about Jaime and your character.

Jaime's strength will be drastically reduced (no WMDs here!). The Scarab Sight and tracking abilities will not be working, as well.

He will still be able to speak freely to the Scarab at any time, but any transformations with the Blue Beetle armor will come at a cost. He can only remain completely in suit for an hour a day. After that hour, the Scarab will be forced to shut the armor off for the next 24 hours. If Jaime tries to push the Scarab and transforms again, it will cause him the same amount of pain that it did when he first became the Blue Beetle (read: a large foreign object entering/exiting his spinal column and an intensely painful burning sensation wherever the armor forms). Jaime will start to get a headache that will quickly increase in severity for about half an hour, after which he will collapse and lose consciousness. And the Scarab won't reform his clothes if Jaime pushes it to that point, either. Once he wakes up, a moderate headache will linger for a day or so.
Furthermore, the suit itself will be quite powered down. Most everything will be gone, save for the wings, the blade, the shield, the laser cannon, and the armor itself. Scarab Sight and tracking will both be gone entirely. The cannon will be less powerful--where it could stun and hurt giant monsters and whatnot, it can only stun and slightly injure a human. The armor will be easier to crack as well.

His armor will still be able to shape-shift, but the only things he'll be able to make are the laser cannon, wings, shield, and blade. The laser cannon in particular won't be doing more than shooting a few sparks or lighting up, either. As for the armor itself, it'll be less durable and more easy to damage. While, normally, the Scarab would be able to heal or slow the infection, the only defense it will be able to give is the armor, which will only protect him from being bitten as long as it's covering him. The Scarab Sight and tracking abilities will be gone, as will all of the other extra abilities. His tracking will work just well enough for him to know that he's on Malta. And if it's all right, I'd like for him to be able to use the Scarab for a walkie talkie/radio. (And the clothes-making. Just in case.)
