The journey is too short as far as Azula is concerned. Only a week of warm weather before they're traveling past icecaps again. Just long enough for her to remember the feel of sun on her skin.
The Water tribesmen strip down almost completely and wonder aloud why she doesn't do the same. She reminds them of where 'Polu' grew up and they don't mention it again. They're almost afraid of reminding her.
It's better that then exposing her breasts and destroying her cover.
