Fascinating: farmers, water, flooding in England

I wonder what the hydrology of the region is? Presumably the extra rains are from El Nino[*], but I wonder how atypical this is? And I wonder about all the complaints that "if only" they were allowed to build some manner of water-containment device, everything would have been ok. Because I highly doubt it.

[*] Or do I lie? Is it something else up there?
