SOLDIER is gone it seems, there are no sign of any of them.

It does not surprise me, they were nothing but a group of simpletons. That is why they are no longer here.

From what I have investigated through these terminals, there is a group which will assemble in that location. You may join them and collect data. Apparently, ShinRa seems to be the main force in this moment.
