One of the karaoke singers. When the wind blew her jacket up, you could see her knickers. I tried to photo this but failed, so you'll have to take my word for it.
Someone shouted "Shinji!" when he stepped up to sing, so I guess he's cosplaying Evangelion. Either that or he's some kid on his way home from school who just felt like singing.
