The warden is also a peace officer, Ukitake-san, with no experience in that area. It's not advisable or even responsible to think that Seras Victoria-san can do everything required of her proficiently.
I've done my homework. The prison was originally an entity set apart from the police force. It was an action of Yagami Light-san that caused the two to be considered as one force, perhaps in a grab for power in the justice system. I won't judge his motives, there are times when such behavior may very well be noble and necessary.
But I'm not fond of absolute authority, as you should well know.
And the prison facilities desperately need a technological update.
I'm really not welcome. But that's beside the point.
