Of course, the first thing anyone must understand is that criminals cannot always be treated with punishment. Punishment can only justify their behavior. They must be treated with intelligence and a degree of compassion. Those that can't be reformed and be reintroduced as functioning members of society must be kept safely separated, for their own good as well as the good of any potential victims.
