Well, if you have heard of 'drifters' then you probably know half the story. In short, like most cars today, the Skyline is largely controlled by onboard computer, but in the skyline it really is just about everything, and to make things better, or worse, they made it rather easy to hack into.
In Japan, mainly, drifting is basically going round a track as sideways as possible, holding that drift for as long as possible, and the Jkids love the skyline because you can get into the computer and adjust the rev limiter and so on, so the car has so much power it can hardly go in a straight line, perfect for drifting.
Now, while that is fun, the Skyline comes into it's own, because one thing that marks it above other cars is the engine. This thing is built, and you can actually tune it to a whopping 1000BHP, that for a 'family' salloon car is just outragious, but unlike just about every other tuneable car, in this one the engine wont explode, it's so well manufactured, and as you will note from GT4, they handle really well.
So here you have a car that you could buy for a few thousand bucks secondhand if you were able, that you can tune yourself and it will go somewhere around 200mph, there are videos online of them doing 350KPH in tunnels, and generally taking the p*ss out of the police, and that's why. Your US Cruiser just wouldn't be able to keep up, the risks therefore were considered too high and so it got banned.
Oh and no, I doubt it, the Merc is almost certainly RWD.
