I believe it necessary. Order brings more safety than chaos. However, I believe that there would be more proper time for such actions later.

Maybe then setting one would not be bad idea? Not that I propose to impose anything on anybody. I do, however, believe it worthy to have some common base where we could discuss important matters safe from prying eyes. If only for sake of comfort of not looking for everybody around.

This is not Hueco Mundo, that much is certain. Nor is there any operational form of government.

I suppose I could. Unohana-taichou and even Zaraki's input would probably be helpful as well - they've been here longer than I.
There isn't a headquarters. We all seemed to... spread out, after we arrived.
