1. Mayor Nagin had over a hundred busses, probably closer to four hundred, that he didn't use prior to Katrina to get the people too poor to own cars out. It's not their fault Nagin screwed up; there are pictures from above the city of hundreds of busses set aside for this purpose that got flooded and never used.
2. This person has obviously never tried stocking up on food before a hurricane. The stores are empty of canned food and water, and batteries, days ahead of time.
2a and 2b are right on, though. So is 3., but not everyone in New Orleans was shooting at rescue copters. 4. and 5 are right, too, but: FEMA, the only government aid for people, doesn't pay over $20,000 or so to people, so no tax dollars are going towards building houses. Most of it is set to rebuild infrastructure (highways and interstates) that the states couldn't afford to rebuild *before* the storm. As for NO being below sea level, yeah.
6. is right, but 7. is not. The government is responsible for whatever the people of this country say it's responsible for; it's our government. We're its boss, not the other way around.
That said, sending $200,000,000,000 to this area is an absolute waste of money. Instead they should just give victims income tax relief for five years and put the remaining money into the debt.
