Why shouldn't there be a movie about the tragedy?!

As per NDTV reports, Ram Gopal Verma said he has no intention to make a movie about it and they further add "Bollywood filmmakers, who are known to have used some tragedies as their movie plots, are being cautious this time keeping in mind the shimmering tension among the public".
Why are they cautious?! If the news channels can play these vids over and over and over again, why can't the filmmakers create a story out of it?!
Public has a very short  memory span. Once we forget about this horrific incident we'll be back to our normal ways. This shouldn't happen anymore...let people do anything in their power to remind the people of this day and demand better service and accountability from the government.
