Oh, sorry! No, I mean 5% as in 'I have a wig' XD;;; sorry!

I haven't bought fabric yet, but I'm thinking something that will be fairly airy. Linen, perhaps? Or very light, but smooth light fabrics get expensive fast~

The art with the white outfits is really lovely! But unfortunately it doesn't make very good summer cosplay ;____; Although I am totally up for changing to that anyway! (Like summer/winter has ever stopped me before >__>;;; )

I'm thinking either painting directly on the material OR looking into this interesting applique stuff I found at JoAnn's. I'll get you an update once I've checked the stuff out properly and I've seen if it'll work the way I think it will. The wave pattern at the bottom of the outfit will definitely have to be painted on ... it almost looks like watercolors, you know?
