Hehe, I know what fic you're talking about. I SO love it! Though smoking Tezuka really sucks, but I read around it...

a fic where Tezuka smokes (I don't like the idea. I really, really, really don't), smiles and... well... Tezuka has Ryoma for a boyfriend but is running after Fuji? Uuuugh.

Other characters might take up smoking, but Tezuka seems too health conscious to suck on the cancer sticks~ Smiling isn't entirely OOC -- after all Fuji was teasing Tezuka about smiling in the end. He does have emotions it would just be...subtle. A sort-of smile, a half smile, a sliver of a smile if you will.

Yeah. I don't think Tezuka ever will smoke. I like smiling Tezuka... but... well, I thought that in that fic... he was smiling too often.
