With media headlines like CNNMoney - 'Cash for Clunkers' fate uncertain, Timesunion - Levin: 'Cash for Clunkers' good through Friday and No cash left for 'clunkers'? you would think this program was a failure because it's running out of money. Wasn't the purpose of this program to spend money? They gave it a budget of $950 million and they spent it. Over 250,000 older vehicles have been taken off the road and new vehicles have been purchased passing along a lot of money in sales tax in the states and getting cars moving off lots. That was the goal of the program. So why the negative headlines?
