It's funny, I was just thinking tonight that this is quite a few chapters in a row now in which Jeff doesn't really appear. He's been there through text messages, and a brief cameo in the first half of Troy's chapter, but really he hasn't had much to say since we last saw Vaughn. And I suppose there are a few reasons for that. One is that the early chapters were about the men realizing how much Annie had changed, and the biggest magnifying glass for those changes was Jeff. The study group guys have been there for the long haul, so it's more about Annie herself. They already know both Annie and Jeff separately and they've got well-established and educated opinions on both of them. In those cases I think it's way more interesting without Jeff around.
Another reason, of course, is that we're nearing the end of the story, so you guys KNOW there's plenty of Jeff on the way. ;-)
And yup, that was the break-up they mentioned to Andrew! Now can you guess where Annie was while Troy was waiting for her to show up at the library? I CAN.

Haha, YES. I was picturing them in the closet from Intro to Political Science. I think it's pretty much fanon now that that's "their" spot. Hee.
