Here are some details to trigger his memory. I think he lived in the house across the street from the parking lot behind Chinee-Takee-Outee on like NW 2nd btwn 13th/14th. He had long super curly hair. He looked like he could be in Sepultura and he said he was a drummer. I'm not sure if he lived there when Gregg did, but definitely when (Gregg's friend who was friendly) did. I met Louis at my job at Reitz Union Productions. He wore camo pants and was always air drumming. It wasn't until later that he went apeshit.
Another thing, I have multiple copies of his manifesto from different sources. I also remembered that he eventually stood outside of Criser? with a sandwich board. The conspiracy had spread to include John Lombardi. Goth Greg has stories about him too.
