your GHB question...I'm not entirely sure how GHB works, but I know, like alcohol, people have different types of tolerance. Veronica is really tiny compared to Madison and Carmen, plus, we don't know how much GHB, Carmen's boyfriend actually put in her drink and if she drank it all. We're assuming, little tiny Veronica, drank the whole drink, coupled with the alcohol, could have made her pass out.
As far as the GHB in Lamb's possession...we already know he's a little bit corrupt. Remember in I believe Ep. 1.02 Credit Where Credit's Due, at the party at Dog Beach...when Lamb and the other officers raided it, Lamb told Sacks to let them run, but to take the Kegs and to let the other deputies know there would be a BBQ at his pad on the weekend. Also, at that point, they just knew that someone had GHB at the Benetian...remember, everyone who was at that "casino" had something stolen...he didn't know who it belonged too...when Veronica brought up Mercer possibly being the rapist, he assumed, the GHB was his.
For the last part, yes, they are criminal acts, and he would be a felon, IF he had been caught by the proper authorities. As it is, only Veronica and the other guys involved who brought the Liquid X from Mexico know about it...and the fire with Mercer? Only Mercer, the girls with him, Logan and now Veronica know that they were involved. He's just hurt that she forgets that he's just a teenager too..he knew she'd be pissed, that's why he wouldn't tell her about what happened in Mexico with Mercer...and she reacted as he knew she would. But again, he's just a kid, and she always hold him to a higher standard than any other teenager boy. Cause seriously, if it was Duncan who did it, I'm pretty sure she'd blame who he was with, not Duncan himself.
Probably, that I'm not sure. But either way, yes, his record is clean, cause he was never actually caught or charged with any crimes. The only crime he was ever charged of was killing Felix, which Veronica knows he didn't do.
