After asking my baby sister (ok so she's 20 and not a baby but still) to move in with him, her boyfriend has backed out saying he doesn't want to leave his mum, and that he thinks they should slow their relationship down.

Seriously? This is why I swore off relationships when I was 20 and just had affairs instead because honestly, what goes throguh the mind of a 20 year old boy?
