Chihaya is essentially an angel, only angels are aliens. His job is to investigate earth and it's people and look for plusses (good reasons to let the race live...).
He's kinda cute and naive and used to being picked on because he has black hair and wings, unlike all the others. Except the ones with the Black Cancer. So... yeah.
I'd take him from after his relationship with Kagetsuya is found out. Homosexuality is a big no-no where he's from.
He's very friendly and will give everyone and everything the benefit of the doubt.
He has no particular powers, but excels in all his lessons so he'll know a lot of earth languages and the likes.
