PARAMOUNT - A boy and his mother found dead in a three-story apartment building may have been victims of an arson-related homicide, a Los Angeles County Sheriff's Department official said Tuesday.
Deputies and Los Angeles County Fire officials rushed to acondominium complex at 13801 Paramount Blvd. around 12:40 p.m. to put out what they believe was a structure fire, said sheriff's Sgt. Bill Marsh.

Firefighters forced their way into the apartment, and while searching for the source of fire, came across two victims: an unidentified woman in her mid-to late-20s and a boy younger than 10 years old. Both were pronounced dead at the scene.

Deputies found a Filipino man in his late 20s to early 30s lying beneath a window outside. It appeared that the man had escaped the burning building, Marsh said.

Jovan Maxwell, 16, was visiting his mother in the unit next door, when he saw smoke coming through the door.

"It was thick black smoke. I tell my cousin, 'We've got to go," open the door and smoke just started coming into our apartment," Maxwell said. "My cousin saw the man jump out the window. He came, told me, and I went to the balcony. Then I hear fire trucks coming, people dialing 911.

"He was laying on the ground, people were trying to tell him, 'Don't move," because he was in the dirt and he had nothing on," Maxwell said. "All he had on was shorts. He was really, really bad. He was bleeding. His skin looked like, if you touched it, it would fall off."

Residents said they did not know the family very well because they had just moved into the complex less than two weeks ago. One man said a maintenance worker who came to the family's apartment heard arguing shortly before the fire started.

The mother and child suffered not only trauma caused by the fire, but additional significant trauma, the official said.

Marsh added it was too early to say whether the man found outside is a suspect. The man was rushed to a local hospital, where he was treated for severe burns and cuts to his body.

Kisha Washington, 26, who lives on the second floor above the condominium on fire, said she saw the man being carried out on a stretcher.

"I've never seen anyone look that bad," she said. "He looked like a bloody piece of meat."
