⪢ Aztec Falcon; why are you bumming a ride off him, Harpuia?
The way I see it, Harpuia's jets are only used within Neo Arcadia's borders and for hovering. They need energy to run and with the energy crisis, Harpuia needs to be thrifty with his energy so most of it can be used in Neo Arcadia. So he uses Aztec Falcon's Griffin modification to move around outside of Neo Arcadia, because that Mutos Reploid requires less energy to fly than Harpuia and probably has more strength where the Guardian himself has more maneuverability
... Yea, I realize it was just a plot gimmick (Harpuia couldn't have carried Zero on his own) but here's my explanation for it.

Can't be taken off. According to an interview in the Complete Works artbook, the Four Guardians were originally created to control a Weather Changer like device and to help make the land re-hospitable. Which... Obviously failed miserably, but it was a nice idea, no? Anyway, his armor can't be removed and if you did, you'll find nothing but wires and other doo-dads beneath.
You might also get a Sonic Blade to the face, but Harpuia's not going to let people in to take him apart anyway.
OBVIOUSLY, that doesn't apply in holyrelic because I love making my non-human characters feel uncomfortable by making them human. :>
⪢ So what was your creator's name again?
They never mentioned it. The closest thing we got to identifying who might have created the Four Guardians is a throwaway line in the artbook saying that they were built using the same technique as Copy X. The way I see it, one of Ciel's ancestors (probably the one working on Cyber-elf research originally) managed to decode X's DNA and used that as a basis for the Guardians. Like how a child isn't a perfect copy of their parents but carries traits from them, y'know? Genetics~ &hearts
Then Ciel came along, refined the research and came up with Copy X. And the rest is history.

Hey, you would be too if you were alive for the entire duration of Megaman Zero 3 on Neo Arcadia's side. Harpuia lost all his close comrades, his faith in Copy X and then he has to watch humans and Reploids fight continuously one hundred years afterwards. Disappointed Guardian is disappointed.
