floor prolems

So I thought I would make a post here in hopes that someone might have some ideas for me. Before I moved into the downstairs bedroom where I live right now the hardwood floor had water damage and had to be replaced. The cause of this damage was determined to be improper installation. Basically the installer put down the pad and wood floor right on top of the concrete foundation and the ground water soaks through the concrete and then into the floor. See my room is actually below the ground on like 2 sides. Research online show that you are supposed to put down this water proof plastic and then the floor. So Keiko and Drakkor did that when they installed the new flood and so life seemed good. Well this past weekend I discovered once more that my floor was wet. I moved everything away from that wall which is one of the ones that's underground to see how much was wet and its not as extensive as the time before but it could grow. There is a theory right now that it could have been the leaking dishwasher which is almost right above where this leek is in my room but it could also be the rain that we have been having recently. Anyway my question to my friends that have more carpentry knowledge than I is really what can you do about it? If its the ground water just soaking in through the concrete then what can you honestly do? Is there anything you can do? Do I just have to live with a wet floor? If I can't fix the problem that causes the water damage, well then there is just no point to fix the floor you know. Really hoping someone can help me out here.
