Notice that the tattoo on Riza's back shows the salamander array sealed with other alchemy? My guess is that this makes Riza immune from Roy's fire alchemy. My guess is that Wrath assigned her to watch Roy and keep him safe a long time ago, and that she's actually an agent for the Sins.
