cheap things in bulk are:
tofu
veggie burgers
fake meats
beans
soups

most colleges already have veggie options, my small school in PA of 2000 has veggie burgers, tofu entrees and salads, a huge salad bar and various vegetables at diff times of day. granted, these options hardly ever vary and often are not fresh or tasty. i don't really know how to help but i had a few suggestions lol. asking them to make a few dishes with no butter or milk could be easy, or talking about replacements.

i guess it helps that my school has a high population of people who's religion doesn't allow meat. try googling it too.

vegan sloppy joes and chilli are easy to make in bulk. Also, the simply lovely quinoa from How It All Vegan would be good.

Also, a really popular option (among veg*ns and omnivores alike) at my college was a rice/veggie bowl: white or brown rice in a bowl topped with steamed veggies and your choice of grilled tofu or meat, plus a choice of four sauces (all of which were vegan).

TESC had a Subway style sandwich-bar, stocked with fresh vegetables, yummy breads, and vegan options (veggie deli slices, vegan mayo, etc.) Mmm, sandwiches. Soups are easy to make in large batches, and cheeseless (but not bland) pizza would be a nice option.
