Yes, this game will be released English! The official site said that the English release is planned for this winter(in December, 2012)!
The game will be sold as a download from the website, and after login, you can play.

Though Dandelion is not online game, this game is need to internet connection and log-in to prevent illegal sharing.(I heard from official site.) I am very regrettable to hear your situation..T^T
