First Snake - Snakes in a Bubble

Good morning, Vatheon! It looks like it's that time again, when the fresh meat is arriving in your lovely bubble, soaked to the bone, looking confused and frightened or maybe just annoyed... Ah, spring is in the air! As you go into the plaza this fine morn, you're probably expecting to see just that: a bunch of wet newcomers.
You're probably not expecting the giant pile of towels that's near Lamufao.
That would be the doing of the strange young man nearby. Despite his pale hair and the green scales that can be seen on his face and hands, he's dressed very neatly! He looks quite proper in his black tailcoat, vest, slacks, and the ribbon around his collar.
In-between running back and forth between the buildings to grab more towels, he can be seen kneeling besides the pile, apparently tending to something inside. He seems quite anxious.
